On January 22, 2025, Red Lightning announced a new initiative offering no-cost surveying services to homeowners affected by the 2023 Lahaina fires. In collaboration with The Salvation Army, HCL, and other partners, Red Lightning is expediting the surveying process to assist in the rebuilding journey.
How to Apply:1. Eligibility: Homeowners directly impacted by the 2023 Lahaina fires.

3. Next Steps: After submission, you’ll receive a Right of Entry (ROE) and Funding Referral Form.
4. Scheduling: Once approved, we’ll coordinate the survey with our partners.Important Dates:•

Red Lightning, a non-profit organization dedicated to community recovery and resilience, is pleased to announce a new initiative aimed at providing
surveying services to homeowners impacted by the devastating 2023 Lahaina fires. Working in coordination with The Salvation Army, HCL and implementing partners, the program is designed to speed up the surveying process for affected residents through bulk batching resulting in economies of scale.
Homeowners who need these survey services are encouraged to fill out an eligibility form available through Red Lightning’s website.
This program is for homeowners directly impacted by the 2023 Lahaina fires still seeking surveying.
Step 1: Fill Out an Eligibility Form at the provided link.
Step 2: Shortly after, we will send out an ROE and Funding Referral Form.
Step 3: If approved, Red Lightning will schedule the survey with implementing partners. (They donot have a time frame, and availability / speed will depend on number of applicants).
Step 4: Sign Final Receipt form (May be required in Kahului).
While services will be provided on a first-come, first-serve basis, resources are limited and Red
Lightning reserves the right to reschedule or deny applicants depending on timing of implementation and available funding or resources.
Wave 1 Deadline: Applications for Wave 1 must be submitted by February 25, 2025.
Survey Deliverables: Approved recipients will receive survey drawings detailing topographical and boundary data for their properties. Please note that this is not a cash grant or reimbursement program and these services are non-transferrable.
Information Sharing: The information provided on the eligibility forms will be shared with Red Lightning’s implementing partners, including case managers, potential funders, and surveyor teams, in order to efficiently process applications and coordinate the surveying work.
